To tell the truth, if we could get women to fondle our balls regularly, we wouldn't be fondling them ourselves as much. Sadly, as women don't seem to realize the awesomeness of the scrotum, they tend to treat this magnificent part of the genitals as just a wrinkly ball sack.
The scrotum is a miracle of nature, designed to keep future offspring at exactly the right temperature. Nature didn't see fit to encase the scrotum with protective musculature, which is why men are quite sensitive about allowing shoes and teeth to come close to their genitals. The penis can handle a fair bit of abuse (just ask men about handjobs by inexperienced girls), but the scrotum is a delicate pouch with valuable contents, so a man's hands are often cupped protectively around their family jewels.
Also, a suggestion to women who like to please their men orally - the scrotum is extremely sensitive and men are ecstatic if they find women who know how to treat their family jewels with the right deference and worship.
